Europe PE Market Shows Signs of Bottoming Out as Low-Priced Offers Disappear

Higher feedstock expectations, rising import costs, and renewed volatility in global energy markets have encouraged producers to adopt a firmer pricing stance.
Sellers Hold Firm as Cheap Offers Fade
One of the biggest changes in the market has been the withdrawal of heavily discounted offers that previously weighed on prices. Buyers reported that attractively priced cargoes available earlier this month are no longer easy to find.
Several producers have also temporarily paused new sales while waiting for the August ethylene contract settlement, with many expecting an increase of around €20–30/ton, while some anticipate even larger hikes.
Import markets have also strengthened, supported by higher US offers for October shipments and tighter availability of certain grades, including Saudi Arabian LLDPE and European HDPE film, due to ongoing production issues.
Buying Improves, But Demand Remains Cautious
Some converters have started limited restocking after purchasing material during the recent price decline. Others had already secured enough inventory for August, expecting the market had reached its lowest point.
However, overall buying activity remains measured. Weak downstream demand and the approaching summer holiday season continue to limit purchasing, with most buyers only covering immediate production requirements.
Market participants believe that any sharp price increase could still face resistance if demand does not improve.
Higher Costs Support Market Sentiment
The recent recovery in crude oil prices has strengthened expectations for higher PE prices after months of declines. Producers are also under less pressure to clear inventories following extensive stock reductions during June and July.
Many suppliers have temporarily closed their order books while awaiting the August ethylene settlement, reflecting growing confidence that the market has stabilized.
While the pricing outlook has improved, industry participants agree that a sustained recovery will depend on stronger downstream demand once the summer holiday period ends.
