Kazakhstan to Build New Oil Refinery, Boost Capacity to 40 Million Tons

The development timeline includes feasibility studies, engineering, construction, and commissioning phases scheduled between 2026 and 2033.
Once operational, the new refinery will lift Kazakhstan’s total refining capacity to 40 million tons annually. The expansion is expected to enhance domestic energy security while increasing the country’s export potential.
Authorities have begun preliminary assessments, reviewing crude supply options, product demand forecasts, technology selection, and potential locations to ensure the long-term competitiveness of the facility.
The refinery project is part of a wider strategy to address recurring fuel shortages. Upgrades at Kazakhstan’s three existing refineries, planned between 2028 and 2030, are expected to fully eliminate diesel deficits and significantly reduce shortages of aviation fuel.
With the new refinery in operation, jet fuel shortages are projected to be eliminated entirely, while surplus diesel and gasoline volumes could be exported to neighboring markets.
