Indonesia Recommends Anti-Dumping Duties on Imported PP Homopolymer
Indonesia's Anti-Dumping Committee (KADI) has proposed the imposition of anti-dumping duties on homopolymer polypropylene (PP) imports from eight countries after concluding that low-priced imports have negatively affected the domestic industry.

The recommendation covers PP homopolymer resin imported under HS Code 3902.10.40 from China, Malaysia, the Philippines, Saudi Arabia, Singapore, South Korea, Thailand, and Vietnam. According to the committee’s findings, imported material entered the market at unfairly low prices, placing significant pressure on local producers and impacting sales volumes, revenue, market share, and plant utilization rates.

KADI also highlighted adverse effects on the financial performance of domestic manufacturers, including weaker profitability, reduced cash flow, and lower investment returns.

Among the companies named in the investigation, Malaysia’s Pengerang Petrochemical Company faces the highest proposed anti-dumping duty at 36.62%, followed by Saudi Arabia’s Rabigh Refining and Petrochemical Company at 35.26%. China's Zhejiang Petroleum & Chemical received the lowest recommended rate of 5.52%.

The proposal is the outcome of an investigation launched in October 2024 following a complaint filed by local producer PT Chandra Asri Pacific. The recommendations will now be reviewed by the relevant Indonesian authorities before any final decision is made.

This development follows an earlier anti-dumping investigation into PP block copolymer imports. In February 2025, KADI proposed duties ranging from 7.17% to 29.01% on PP block copolymer shipments from Malaysia, Singapore, South Korea, the UAE, and Vietnam, although a final ruling on that case is still pending.

The proposed measures could have a significant impact on regional PP trade flows if approved, potentially increasing protection for Indonesia’s domestic polypropylene industry while affecting the competitiveness of imported material.
